UPSC Civil Services (Preliminary) Examination 2014, General Studies Paper I, Question 29 — Poverty, inclusion, demographics & social sector.

The main objective of the 12th Five-Year Plan is

Answer & explanation

Answer: (d) faster, sustainable and more inclusive growth

The Planning Commission titled the Twelfth Plan (2012–17) 'Faster, More Inclusive and Sustainable Growth'. The Plan states its objective as faster, more inclusive and sustainable growth. Only option (d) contains all three elements: faster, sustainable and more inclusive growth.

  • ✓ (d) It names all three elements of the Plan's objective: faster, sustainable and more inclusive growth. The Plan document speaks of the capabilities needed 'to achieve the objective of faster, more inclusive and sustainable growth'.
  • ✗ (b) This is the most tempting wrong option. It leaves out 'faster', which is part of the Plan's stated objective. The Eleventh Plan's theme was 'faster and more inclusive growth'.
  • ✗ (a) 'Inclusive growth and poverty reduction' omits both 'faster' and 'sustainable'. Poverty reduction is not the stated objective in the Twelfth Plan's title.
  • ✗ (c) Reducing unemployment is not part of the Plan's stated objective, and 'faster' is missing.

Remember · Twelfth Plan (2012–17): 'Faster, More Inclusive and Sustainable Growth'. Eleventh Plan (2007–12): 'Faster and More Inclusive Growth'.
