UPSC Civil Services (Preliminary) Examination 2021, General Studies Paper II (CSAT), Question 32 — Reading comprehension.

Read this question in English

Which among the following is the most logical and rational inference that can be made from the passage given above?

(a) Seditions, wars and breach of the laws are inevitable in every dominion. · (b) It is not the people, but the sovereign who is responsible for all the problems of any dominion. · (c) That dominion is the best which pursues the aim of unity and has laws for good citizenship. · (d) It is impossible for men to establish a good dominion.

The author traces disorder mainly to the bad state of a dominion: people must be made fit for citizenship, and a commonwealth with more offences has failed to pursue unity and to frame laws with forethought. Turned around, the best dominion is one that pursues unity and has laws that make good citizens.

  • ✗ (a) Offences differ from one commonwealth to another according to how it is run, so they are not inevitable everywhere.
  • ✗ (b) The passage says disorder is 'not so much' due to the subjects as to the state of the dominion — a matter of degree; 'all the problems' is too extreme.
  • ✓ (c) Failure is traced to not pursuing 'the end of unity' and not framing laws 'with sufficient forethought', while men 'must be made' fit for citizenship — so the best dominion does both.
  • ✗ (d) The passage implies a well-run commonwealth is possible; nothing says a good dominion cannot be established.

Remember · Reverse the author's diagnosis: if failure comes from lacking X, the rational inference is that success comes with X.
