Indian Constitution at Work (ch 5) quotes Article 109: a Money Bill cannot be introduced in the Council of States. The Rajya Sabha cannot initiate, reject or amend it. It can only suggest changes, which the Lok Sabha need not accept. So 1, 2 and 3: (c).
