How to solve it with NCERT: Class 11 Indian Constitution at Work, ch 4: the Council of Ministers can't exceed 15% of the Lok Sabha, so statement 2 is true. The same chapter says the Prime Minister allocates ranks (cabinet minister, minister of state, deputy minister). Ranks are the PM's arrangement, not a four-rank list in the Constitution. Answer (b).
