Answer & explanation
Answer: (d) Council of Ministers is responsible to the Lok Sabha
The answer is (d). A parliamentary system is defined by the real executive, the Council of Ministers, staying in office only while it keeps the support of the popular House of the legislature. Article 75(3) makes the Council of Ministers collectively responsible to the Lok Sabha, so the government can be removed by a vote of no confidence.
- ✓ (d) Article 75(3) makes the Council of Ministers collectively responsible to the House of the People (Lok Sabha). A ministry that loses the Lok Sabha's confidence must resign. This link between executive and legislature is the essence of the parliamentary system.
- ✗ (a) Direct election of the Lok Sabha is a feature of representative democracy. The US House of Representatives is also directly elected, yet the US has a presidential system. Direct election alone does not make a system parliamentary.
- ✗ (b) Parliament's power to amend the Constitution (Article 368) is a constitutional feature. It says nothing about how the executive is held accountable to the legislature.
- ✗ (c) The Rajya Sabha is a permanent House and is not subject to dissolution. This is a feature of the bicameral structure and does not decide whether the system is parliamentary.
Remember · Parliamentary system = executive accountable to the legislature. Under Article 75(3), the Council of Ministers is collectively responsible to the Lok Sabha and falls if it loses that House's confidence.
