During Non-Cooperation (1920-22)
- Swadeshi and khadi: hand-spinning and hand-weaving, boycott and bonfires of foreign cloth, and the Tilak Swaraj Fund (1921) to finance the movement.
- National education: students left government schools for national institutions such as Gujarat Vidyapith, Kashi Vidyapith and Jamia Millia Islamia.
- Parallel institutions: panchayats and arbitration courts in place of British courts, and Congress committees down to the village as an alternative to official councils.
