आज, यदि हम न्यूयॉर्क, लंदन और पेरिस जैसे शहरों को विश्व के सर्वाधिक प्रतिष्ठित शहर मानते हैं, तो ऐसा इसलिए कि उनकी प्रसीमाओं में एक विशाल तंत्र उपागम (हेवी सिस्टम्स अप्रोच) वाली योजनाएँ लागू की गई थीं। इस तंत्र (सिस्टम्स) सिद्धांत का आधार सामाजिक, स्थानिक और सांस्कृतिक आकांक्षाओं को संगणन, सांख्यिकी, इष्टतमीकरण का उपयोग करके गणितीय मॉडलों में रूपांतरित करने की प्रक्रिया है तथा समस्याओं के निरूपण और समाधान करने का एक कलन-विधिक (ऐल्गोरिथ्मिक) तरीका है। पश्चिम के आरंभिक विश्वविद्यालयों ने व्यावसायिकों को आयोजना में प्रशिक्षित करना आरंभ किया था, और कुछ ऐसे अत्यंत प्रतिभावान आयोजनाकारों को जन्म दिया, जो इन क्षेत्रों में विशेषज्ञ थे। ऐसा इसलिए था, क्योंकि इन्हीं विषयों को उस आयोजना पाठ्यक्रम में समाहित कर लिया गया था, जिसकी जड़ें सामाजिक विज्ञान, भूगोल और वास्तुकला में थीं। भारत में आयोजना और इसकी शिक्षा, पश्चिम से भिन्न हैं।

The passage credits the West’s iconic cities to planners trained in a curriculum that joined computing, statistics and optimization with the social sciences, geography and architecture. The logical inference is that planning education should be diverse and interdisciplinary.

✓ (a) The West produced ‘ingenious planners’ because mathematical subjects ‘were absorbed into the planning curriculum that had its roots in the social sciences, geography and architecture’, which is an interdisciplinary mix.
✗ (b) Bureaucracy and the training of administrators are never mentioned. The passage only says that Indian planning and its education differ from the West.
✗ (c) Local management of cities and a shortage of funds lie outside the passage.
✗ (d) Population density and poverty are not discussed; the passage is about how planners are trained, not about why planning is hard.
