With reference to the passage, the following assumptions have been made:
1. Political executive is an obstacle to the accountability of the civil services to the society
2. In the present framework of Indian polity, the political executive is no longer accountable to the society
Which of these assumptions is/are valid?
(a) 1 only · (b) 2 only · (c) Both 1 and 2 · (d) Neither 1 nor 2
उत्तर और व्याख्या · explanation in English
Answer: (a) केवल 1
Civil servants have come to answer mainly to political leaders, and this route to accountability to society has failed; so the political executive stands between the civil services and society. But the passage never says politicians are no longer accountable — they are still meant to answer to society through elections.
- ✓ 1. Accountability runs to 'the political leaders of the day'; this system 'has not worked out', and the passage wants civil service management 'depoliticized' — the political executive is treated as the obstacle.
- ✗ 2. Too sweeping: political leaders are still 'expected to be externally accountable ... through the election process'; what failed is using that route for the civil services.
Remember · An assumption must be needed by the argument; reject statements that stretch a partial failure into 'no longer' or 'never'.
