Consider the following statements:
In India, a Metropolitan Planning Committee
- 1.Is constituted under the provisions of the constitution of India.
- 2.Prepares the draft development plans for the metropolitan area.
- 3.Has the sole responsibility for implementing Government sponsored schemes in the metropolitan area.
Which of the statements given above is/are correct?
Answer & explanation
Answer: (a) 1 and 2 only
Article 243ZE, inserted by the 74th Amendment, requires a Metropolitan Planning Committee to be constituted in every metropolitan area, and its job is to prepare a draft development plan for the area. The Constitution gives it no role in implementing schemes, so statement 3 fails.
- ✓ 1. Article 243ZE(1) in Part IXA of the Constitution says a Metropolitan Planning Committee 'shall be constituted' in every metropolitan area. It is a constitutional body, though State law fixes its composition and the manner of electing its members.
- ✓ 2. The committee exists to prepare a draft development plan for the metropolitan area as a whole. Its chairperson forwards the plan, as recommended by the committee, to the State Government (Art. 243ZE(4)).
- ✗ 3. Art. 243ZE(2)(d) allows State law to assign the committee functions relating to planning and coordination for the metropolitan area. Implementing schemes is not given to it, and nothing makes it the 'sole' implementer. Schemes are carried out by municipalities and other agencies.
Remember · Art. 243ZE: Metropolitan Planning Committee for a metropolitan area (population of 10 lakh or more). It drafts the development plan for the whole area. At least two-thirds of its members are elected by and from the elected municipal members and panchayat chairpersons of the area. It plans; it does not implement.
