Malnutrition, skilling or sanitation are too large for the State alone and too public for markets alone; they need structured partnership in which each actor does what it does best.

What each partner brings

  • Government: legitimacy, scale, public finance, regulation and accountability to citizens.
  • NGOs: last-mile reach, community trust, innovation and social audit.
  • Private sector: capital, technology and management, plus CSR funds under Section 135 of the Companies Act, 2013.

The most productive model

  • Outcome-based tri-sector partnerships: the State sets goals and standards and pays for results; NGOs implement and monitor; business finances and supplies technology.
  • Examples: Akshaya Patra's kitchens inside PM POSHAN; philanthropic partners in the Aspirational Districts Programme; the Educate Girls development impact bond in Rajasthan, where investors were repaid on learning outcomes.
