The one fact NCERT doesn't give: The special laws made for the Santhal Pargana barred the transfer of Santhal land to non-Santhals.

Class 12 Themes in Indian History, Part III, Theme 9, gives you statement 1 (the Santhal Pargana was created after the 1855–56 revolt) and mentions 'special laws' there. Answer (c).
