NCERT answers it: Class 12 India: People and Economy, Ch 6 (Planning and Sustainable Development in Indian Context).

India: People and Economy (ch 6): even countries with high economic growth saw poverty rise quickly because growth was unequally shared. Growth without falling poverty is not development. So (c).
