Answer & explanation

Answer: (d) 1, 2 and 3

All three measures come from the National Manufacturing Policy (NMP) of 2011. The NMP created National Investment and Manufacturing Zones (NIMZs) and provides for a Technology Acquisition and Development Fund. It also routes land allotment and other clearances for NIMZ units through a single body, the zone's Special Purpose Vehicle (SPV), which gives single-window clearance.

  • ✓ 1. The NMP's main instrument is the creation of large integrated industrial townships called National Investment and Manufacturing Zones (NIMZs). These have state-of-the-art infrastructure and land use based on zoning.
  • ✓ 2. In the NMP's NIMZ framework, proposals for individual units in a zone go to the zone's Special Purpose Vehicle (SPV). The SPV considers them for land allotment and other clearances. One agency handling a unit's clearances is the single-window facility for NIMZ units.
  • ✓ 3. The NMP provides that the Central Government will set up a Technology Acquisition and Development Fund. Its stated uses include creating a patent pool and giving incentives for producing environment-friendly machines and equipment.

Remember · National Manufacturing Policy 2011 (targets: manufacturing at 25% of GDP, 100 million jobs) = NIMZs + single-window clearances through the zone SPV + Technology Acquisition and Development Fund.
