Answer & explanation
Answer: (a) 1 only
A joint sitting under Article 108 is available only to resolve a deadlock over an ordinary Bill. Money Bills and Constitution Amendment Bills are excluded, because each has its own procedure.
- ✓ 1. If the two Houses disagree over an ordinary Bill, the President may notify the intention to summon a joint sitting under Article 108. A majority of the total members of both Houses present and voting then decides the matter.
- ✗ 2. A Money Bill has no deadlock procedure. Rajya Sabha must return it, with or without recommendations, within 14 days of receiving it. Lok Sabha may accept or reject those recommendations, and the Bill is treated as passed either way.
- ✗ 3. A Constitution Amendment Bill falls outside the joint-sitting provision. Article 368 requires each House to pass it separately by a special majority, so a deadlock cannot be resolved by a joint sitting.
Remember · Joint sitting (Art. 108) is only for ordinary Bills. Money Bills and Constitution Amendment Bills never go to a joint sitting. Financial Bills (Art. 117(1)) are not excluded.
