Answer & explanation

Answer: (d) 1, 2, 3, 4 and 5

All five provisions have a bearing on education, so the answer is (d). The Directive Principles, the Eleventh and Twelfth Schedules (rural and urban local bodies), the Sixth Schedule and the Seventh Schedule name education or schools directly. The Fifth Schedule bears on it through the Tribes Advisory Council's duty to advise on the welfare and advancement of Scheduled Tribes.

  • ✓ 1. Article 45 directs the State to provide early childhood care and education for all children until they complete six years of age. Article 46 directs the State to promote with special care the educational and economic interests of the weaker sections, especially SCs and STs.
  • ✓ 2. The Eleventh Schedule (Panchayats) lists 'Education, including primary and secondary schools' as entry 17. It also lists technical training, vocational education, and adult and non-formal education. The Twelfth Schedule (Municipalities) lists 'Promotion of cultural, educational and aesthetic aspects' as entry 13.
  • ✓ 3. Under the Fifth Schedule, a Tribes Advisory Council is set up in States having Scheduled Areas. Its role is to give advice on questions concerning the welfare and advancement of the Scheduled Tribes. Educational advancement falls within that broad remit, so the Schedule bears on education in a general rather than explicit way.
  • ✓ 4. Paragraph 6 of the Sixth Schedule lets the District Council of an autonomous district establish, construct or manage primary schools. It can also prescribe the language and manner in which primary education is imparted in the district. This Schedule covers tribal areas of Assam, Meghalaya, Tripura and Mizoram.
  • ✓ 5. Education, including technical education, medical education and universities, is entry 25 of the Concurrent List (List III). This is subject to List I entries 63–66, which deal with institutions of national importance, central agencies for training and research, and the coordination and determination of standards in higher education. The State List entry on education was removed in 1976 when the subject moved to the Concurrent List.

Remember · Education runs through the Constitution: Articles 45 and 46 (DPSP), Eleventh Schedule entry 17, Twelfth Schedule entry 13, Sixth Schedule para 6, and Seventh Schedule List III entry 25 (with List I entries 63–66). The Fifth Schedule bears on it through tribal welfare and advancement.
