MediumRecently, the USA decided to support India’s membership in multi-lateral export control regimes called the “Australia Group” and the “Wassenaar Arrangement”. What is the difference between them
- 1.The Australia Group is an informal arrangement which aims to allow exporting countries to minimize the risk of assisting chemical and biological weapons proliferation, whereas the Wassenaar Arrangement is a formal group under the OECD holding identical objectives.
- 2.The Australia Group comprises predominantly of Asian, African and North American countries, whereas the member countries of Wassenaar Arrangement are predominantly from the European Union and American continents.
Which of the statements given above is/are correct?
Answer & explanation
Answer: (d) Neither 1 nor 2
Both statements fail. The first half of statement 1 is correct, but the Wassenaar Arrangement is not an OECD body and its aims differ from the Australia Group's. Statement 2 is also wrong, because the Australia Group is mostly European, with a few other countries and no African ones.
- ✗ 1. The Australia Group is indeed an informal arrangement on chemical and biological weapons, with no legally binding obligations for participants. But the Wassenaar Arrangement is not 'under the OECD'. It has its own Plenary and a Secretariat in Vienna, and it grew out of the old COCOM regime. Its aim is to promote transparency and greater responsibility in transfers of conventional arms and dual-use goods and technologies, so the objectives are not identical.
- ✗ 2. Australia Group participants are mostly European states (EU members, Iceland, Norway, Switzerland, Ukraine and others). The non-European ones are few: Argentina, Australia, Canada, Japan, South Korea, New Zealand, Turkey and the USA. No African country is on the list. The statement describes the group wrongly, so it cannot be correct.
Remember · Australia Group: informal, chemical and biological export controls, Europe-heavy. Wassenaar Arrangement: Vienna Secretariat, conventional arms and dual-use goods, successor to COCOM, not an OECD body.
